General

Victory Condition: 21 SCs (out of 56 total)
First Move:  Spring 1681

Map Notes

Landbridges -  Movement to and from Islands.

Fleets move to and from Island regions as per usual.  They may convoy in Island regions, as if in a Sea.

Armies may move to and from Island regions via convoy at full strength, as per usual.

Armies may move to and from Island regions without a convoy at -1 strength (need 2 supports to dislodge an unsupported unit).  They may not support across landbridges.  They may not retreat across landbridges.  (Treat as per Loeb Sicily/Naples.)

Porto Rico, Haiti/Hispaniola, and Santiago/Cuba/Havana do not count as Island Regions.  All other islands do.

Winter 1680 Setup

Buccaneers may choose any two neutral Supply Centers as a starting base, and build Fleets there.
France, England, and Holland each must donate one non-Mainland center (Haiti counts as non-mainland) to Buccaneers, to represent their origins as privateers of the European powers.  Spain does not so donate.  Buccaneer Fleets are built in each donated center.
As a result, Spain starts with 7 centers; England, France, and Holland 6; and Buccaneers 5.

Donation and initial Buccaneer centers are done simultaneously, as per moves, retreats, and builds.

Builds

Buccaneers may build in any owned, unoccupied center (as per Chaos).

European powers may build in any owned & unoccupied Starting Center.  This includes the centers donated originally to the Buccaneers, should they come back into European possession.
